wondering if a boat engine from California (479ft.) to Saskatchewan is 1580 ft. above sea level would have diffuculty running in its new environment. Would the jet need to be upgraded??

It's only approx. 1000 feet Should have no problem. JMHO.

No problems at all. Most you would see would be about 3% less power

We run lots of boats in Alberta, a good portion of the province is over 2100 ft, I've never seen rejetting done. Just a tweak on the idle mix. The engine do develop a little less power and need to be repropped to cope with the less dense air

3% per 1000 ft.

1580 is not enough to worry about to re jet if that is your question.

You also didn't state if you have a carb or fuel injection.
