Anode Question Alpha 1 Gen 2 Outdrive

I'm doing routine maintenance and I'm replacing all the anodes. The Mercruiser instruction sheet that came with one of them says to grind paint down to metal. My question is why Mercruiser doesn't follow their own advice. I'm the original owner of the boat and none of the paint under any of anodes have been ground down. Just want to do by the numbers.
Suggestions please.

I didn't grind mine, figured the bolts ground it. If it was critical I agree why didn't Merc do it?
