Never drop the rear anchor first unless you are in very calm waters and wind.
If you are wanting to position your boat parallel then approach the shore into the wind or current, whichever is strongest. Drop the bow anchor and pay out the proper scope (7 feet per 1 foot of depth). When the bow anchor is set then throw the stern anchor as far as possible if you are parallel to the shore. If not, throw the stern anchor toward shore and pull the stern toward shore.
If the wind is nearly perpendicular to the shore, then make a perpendicular approach to the shore and drop and set the bow anchor as above. Then use a little reverse power to bring the stern toward the shore then throw the stern anchor.
When leaving, retreive the stern anchor first.
