another eng question

Took the kids tubing yesterday and after the third run the eng started surging, I have done a pretty good search on this site and have found many answers, but I still have some questions. First eng is 88 70hp evin, the fuel bulb when you squeeze it does not come back right away you have to roll it in your hand to get it to open back up. second before the surging started I tried to pull the top plug wire off when running and a spark came off the side of the coil and grounded to the eng, (boat ran good for a day after this) I assume this coil is junk?

The fuel bulb is not coming back out either because it has benn left squashed for a long period or because there is a blockage in the line between it and the tank or because the tank vent is closed or blocked. Check the fuel line the tank connection and the pick up (I think there may be a filter there)

You should not have tried to take the plug cap off while it was running. Lucky it did not toss you overboard! It may or may not have damaged the coil.
