Another Power Steering Question

Set up: 1987 4.3L 2BBL OMC Cobra

I've been searching the forum and trying to figure this one out for a while with no luck. I also have a Seloc manual and there's no help there. So, I'm asking for some guidance here.

I can't tell any difference in the steering effort with the engine running or shut down, in the water, or out. The steering is uniformly stiff in either direction. There is no tendency to pull. It's just stiff. And, I'm at a loss as to how to go about isolating the problem. I don't have the money to just throw parts at it. The forum posts I've read haven't helped. And, my manual really doesn't contain much diagnostic info.

Here's what I do know. When the cable is disconnected at the actuator, the wheel is smooth and easy to turn. When the outdrive is disconnected from the steering, it turns smooth, with very little effort. The power steering pump has fluid in it. I haven't found any leaks in any of the hoses or fittings. The one thing I've noticed is that I don't hear any sound from the system when the motor is running and wheel is turned, (like the typical shhhhhh.... shhhhhhhhh.... you might here in a car power steering system).

So, that leaves the pump and the steering actuator. Can anybody offer some suggestion on how to figure where the fault is?

Ayuh,... Pull the cable from the aluminum tube, at the transom, 'n clean the corrosion outa the inside of the tube...

Thanks, Bond-o. I'll give that a try. Maybe a bore brush for a 12-ga shotgun?

Is there any way to test the pump and actuator to see if they are working correctly?

I would check the pivot point for corrosion, grease it. Take the belt off of the pump to see if there is any difference. A used pump if needed would be the cheapest starting point. Good Luck !
