Another shifting question help please

I have a non electric shift mid 80's johnson 140 just guessing because im not really sure what year it is ,anyways with the lower unit out and manually spinning the prop shaft should I be able find a forward, reverse and neutral ? I can only make it go into gear by pushing all the way down on the shift shaft,is this the way its supposed to be ?Other lower units I have worked on I could easily find forward,reverse and neutral.I have 2 units here that do the exact same thing,will only go into gear by pushing all the way down on the shift shaft.Also when it does go into gear it locks in both directions is this normal?Usually I have seen it will only lock into 1 direction and be free in the other.

Yes, you should be able to find forward, neutral and reverse. Turn the propshaft as you try to shift it.

I have 2 different lower units both johnson.They both do the exact same thing , while spinning the prop shaft I have tryed finding R,N,F and the only thing I can find is by pushing all the way down on the shift shaft and it engages.But is it supposed to engaged in BOTH directions once it goes into gear?

What gear is it in when it engages all the way down?

The lower unit will shift perfect out of the water running on ear muffs but when we put it into the lake and test it it will only go into forward gear.I have the shift cable off when doing this.It goes fairly easily into forward but reverse feels like its never going to engage.When I try to push it into reverse I can feel the drive shaft spinning as I try to engage it and it just kicks it back.Should I adjust the shift linkage arm more? I had it adjusted to I think it was 24or21 and a half ,should I goto 3/4 or 7/8 possibly?
