Another Starter Question: Can verify that it needs replacement; 1990 Mercury 115hp

First outboard (1990 Mercury 115hp), so please bear with me.
Here is what I have done so far:
- New battery in the boat, but the started slowly stopped turning the flywheel and now does not even engage or spin.
- The solenoid clicks but nothing else happens
- I oiled it according to another post and still noting.
- Cleaned all connections on solenoid, battery and starter.
- Verified that the battery was charged as it had 12.9 volts at the posts.
- Jumped from the battery directly to the starter and still nothing.
- Checked the volts at the starter and got 12.9 when cranking.
- On the starter I can see a model number and then under it I am assuming it is the date of manufacture: 07 25 89

Am I correct in saying that this needs to be replaced?
Please advise.

sounds like your right on. I would put 2 jumpers on it. one ground and one 12+. Then get a starter.

I would take the starter in to get rebuilt, it's probably half the cost of a new one.
