Another Trim Issue

I have 1990 Larson 4.3 Mercruiser Alpha 1 drive. Ok here is my issue, the trim switch on the throttle arm quit working. the switch was sticking so you had to manually return it to the neutral position other wise the trim motor would continue to run. Well i think it did not get returned and just ran until it quit. Now it no longer works. The trailer switch on the dash does work and will raise the drive, however the switch on the throttle does not work. It will not raise or lower the drive. I do have power at the switch. Could this be a bad solenoid?

If the trailer switch works it's going to be trim limit switch or the throttle mounted switch.
