Another trim tilt topic

Hi all, I have a 98 Johnson 150 Ficht, around 50 hours back the tilt trim motor died and took the power distribution panel with it. Recently it did the same thing again, to be honest in 50 hours you would have to say the motor has done about 15 minutes work. I spoke to local repair guy, he said the tilt pin may be seized. I can't remove it to be sure but in manual release the engine drops quite freely. Also he said it was a known fault and told me to bypass the power panel with a switching relay set up he said he had installed on other engines. So my questions are 1) should it be possible to lift by hand the engine when the release is released, I certainly can't. 2) should I take his advice and install the bypass 3) when I do an ebay search for Johnson outboards 80% of results are for tilt trim motors, do they really fail that much?
