I know Ive seen a control like that somewhere.Don't know if after market or some obscure brand.Maybe Oliver,Homelite,Bundy,or maybe early Scott Attwater.
I believe it is a very early control for the early Evinrude/Johnson 25hp twins. Instead of push-pull cables, it uses rotating rods. I'd say it's rare. I've seen a couple of them in the last 50 years.
