Any idea why

The PO placed a board across the stern where the engine is, any guess why?

The engine well is drained as well as the deck

Another question, do the two top ports get plugs when in operation, they drain near the water line with flapper covered ports

I am not seeing the board there. Is it what the engine is clamped to? If so this was probably done to raise the engine to the right height.

Possibly to keep stuff from rolling out when you hammer the throttle? Not sure.

As for the scuppers - they are automatic drains. The pressure on the outside flapper should keep them closed, and prevent any large amount of water from flowing back in the boat.

Sorry should have put both pictures up

The board doesn't look very functional, however it is possible he put it there to keep stuff from sliding off. Will be a few more weeks before I find out if the motor has enough power to make that happen :)

Not much freeboard right there. I'll bet its a splash guard of sorts. I put the same thing on a boat I used to own.

Try backing her up in a following sea and I bet you get water on the floor.

It's to keep stuff you want in, in; and to keep stuff you want out, out.

with a set-up like that you can ship a lot of water over the transom and into the boat. You will want to keep that board in place for both safety and convenience (staying dry).

Looks like a splash guard to me, for back trolling or those times when you catch a wave from the rear.

Wonder why they built it that way - as far as I know it was made for Florida ocean use

When I get it in the water I will let you know what happens :)

Yea that is to keep some water from coming in and stuff from falling out. I have the same boat and I want to make a board like that or seal it comepletly. I don't know why its made this way. I guess if a large amount of water comes over it will drain out quickly. I have a lot of weight on the back of mine(kicker 9.9) so I always have water coming in.
