I would use a bit of caution. Just because the fuel is removed from the barrel dont assume that it is in a safe state to cut (with a torch). The fuel impregnates the steel enough make an explosion possible. I would recommend another barrel that has not had flamable mixtures in it. Its not worth the risk. I know alot of folks are goning to say Im full of chit here because they have done it or a friend has done it and so on. But many of the folks who would with me agree are just not around to do so. I've seen first hand a buddy ride a fifty-five gallon drum about 8 feet in the air when one exploded on him. He survived unscathed but his pride was shot since I had warned him of the danger after rejecting the request from the two Marines earlier. Anyway, I dont mean to rain on your parade, I'm just offering some trained/experienced advise as I was taught to do many years ago. Be safe..
