AQ131 Carb Problem

I was running my 2.3 litre engine on the muffs, trying to get it set up. When I turned the idle mixture screw, it does not seem to do much, the screw was adjusted about two turn out. I pulled the plugs and they are black with carbon, this is definitely a fuel not an oil consumption problem. They were new about an hour ago. It is obviously getting too much fuel. Any hints as to what I should be checking? Could this be a float adjustment problem? I did rebuild the carb, but I obviously missed something or did something wrong.

No I believe it is a solex downdraft. I changed the float setting, and adjusted it and it seems to be running alot better. Have not yet looked at the plugs, will do that next week. Not sure where the mixture is at, just set it up by ear until it ran smooth and then added a little.
