Working on the lift out device because it doesn't work. I have removed the motor and tested it on the battery, it works. Hook it to the wiring for the relay box using the switch all I hear is clicking and the motor doesn't turn. Any next steps I should take?

Is the voltage getting from the relays to the motor? Pull out a meter or test light.

Haven't been able to check the voltage yet because of work. But over the weekend I tested the motor on the battery and it does spin. Had the motor off of the device and hooked it to the leads and got nothing from the relays forward or backward. I did hear clicking though. Don't know if this helps but I do have an intermittent issue with the bilge pump and navigation lights. Trying to track the issue down.

On another note I just got done resealing the outdrive. All new seals on the water pipes, rebuilt sea water pump and still it over heats. So I took the cap off the strainer and I'm definitely getting water up to the strainer using a bucket of water on the leg. Tested flow through the exhaust and that's clogged up so I ordered a new exhaust manifold. Also installed new shift and throttle cables. This boat bring a whole new meaning to break out another thousand. Lol
Thank you for all of your help!

Ok so I checked the voltage coming off the leads for the lift out device. I am getting 12 volts when it's activated to lift the outdrive. So I am thinking I have a ground issue but where. Got all my lights abd bilge pump to work now.
thank you in advanced for your help.

Be sure that the limit switch on the top of the housing is making contact. When the button on the switch is pushed there should not continuity, the purpose for this is to stop the motor when the drive is down. There are 3 spade connectors and a wire may be on the wrong connectors.

I have the motor off of the lift out device and the wire box in my hand. The relays are clicking and I get power to both legs but the motor won't spin. When I say both legs one side gets 12v when activated as does the other.

Got the motor to spin both ways. A relay was bad 😐 I thought I tested both leads coming from the relay box but only tested one. I have not got it put back together yet. It's like 105 outside and tools are too hot to touch. So the hard part is done and everything is working on the boat as it should. Finally after 2 years of fighting with it 👍. Thanks to everyone that has helped me.
