aq170a ign timing question

So I have had a problem with my motor aq170a. when warm Not going over 3000 rpm, so I decided to sync carbs and check the timing. So I hooked up the timing light and it read 15 deg at idle and 30 at 2000 rpm what the book says right. When I sync my carbs I use a uni-sync and a Mac engine cylinder balance analyzer, which is a very accurate rpm gauge and other good stuff. Anyways I noticed that when the dash tack says 2000 rpm the Mac tack say 2500 rpm so my timing was off about 10 deg. My question is with being 10 deg retarded, will it make the motor not go over 3000 rpm?s and cut out when to try to go over 3000 rpm?
