AQ231A thermostat placement?

On my 1990 AQ231A, where does the thermostat go? Does it go under the housing gasket just like a car or go up inside the housing where there is a groove casted into the housing for the rubber gasket to fit around the thermostat itself? Reason I ask is because if I was to put the thermostat up inside the housing wouldn't that keep water from flowing through the exhaust while the engine warms up? If placing the thermostat under the gasket, it would still allow water to flow through the manifolds. Isn't water flowing through the manifolds at all times what I want?? When I bought the boat I was told it didn't have a thermostat. I take off the housing and it had a 195 degree flipping around in the housing. Somebody obviously tried putting a automotive thermostat in it and failed. I bought a 140 degree for it. Where is the correct location for the thermostat?

I went ahead and put the thermostat in the groove on the intake manifold under the gasket. The engine warms up to 140 degrees at an idle. Once I start revving the engine it cools back down. Doesnt seem right.

The thermostat is NOT placed like in a car. It is placed in the groove that you can see inside the housing. A rubber gasket is wraped around the thermostat, and a circlip holds it in place.

thanks.. I put it up in the thermostat housing and it goes to 140 degrees and stays there at all running conditions.
