You can't say one way or another. You have to touch the motor to a battery before it is installed. It should spin & hum without vibration, clanking, or loud noise. If it has noise or vibration then the bearings or magnets may have been damaged in transit.
the arco spins faster than pre 1996 trim motors. the system will be more noisy just due to increased rpm. it also may need a different driveshaft and you could be hearing driveshaft rattle. It's nearly impossible to say whether it is motor or system when they are attached together.
