Are Shear Pins Supposed To Be Loose

I was always under the impression that shear pins need to be driven in.
I replaced one today and it just slid in the hole in the prop shaft. It is a 3/16 pin. It goes on a 77 25hp evinrude. I compared it to the old one and the diameter seems to be the same. Thanks in advance!

they are not suppose to be driven in. they should slide freely, but no slop.
