I have 3 boats with this issue and may have found a solution. This substance is born from water, ethanol, and gas ,it is a super fine powder smaller than 10 microns but larger than 2 microns. cannot be seen in the gas liquid, does not settle out of the liquid gas either , but will stop gas flow in as little as 30 seconds and stall the motor.
First case is a boat that had water in the fuel, sat for 2 years, and then returned to service.all filters replaced and would stall the motor in 36 seconds. carb filter was completely filled with this powder. Filtered the fuel thru a 2 micron diesel filter and found the filtered fuel burned just fine,no clogging of the carb filter. Installed a Racor R12S and will see what happens
The diesel filter I used to strain the fuel used the OMC old style head 1 x 14 thread, same thread as the diesel filter head.under $22.00 this one is a 10 micron even though advertised as a 2 M, The other boat is getting the WIX 33528 2 micron at the tank and with try that approach first before filtering the fuel in the tank
So ,if you are suffering from this same fate, switch to 2 micron filters untill you burn the tank dry and refill with clean fuel. might be 2 or 3 tanks to completely remove this powder substance

Thanks for the info, and as a general question, is it worth it to use the Racor filters (metal bowl for inboards) on the standard OMC or Merc filter heads, vs the ordinary filters?
I've used the ordinary filters either Sierra and BRP, and never really has a problem even running E10 gas for the past 19 or so years. I dump em out at the start of a new season to install a new filter and they always look like this...

that filter head shown accepts the OMC filter using the 1x 14 thread that is larger than the mercruiser thread, and will accept all diesel filters.
The other job is getting the Racor S3228SUL 2 micron . that one accepts the large bowl

UPDATE
Both motors are able to burn the fuel using the 2 micron filters without clogging the carb inlet screen.
