I would like to fit two seat pedestals to my recently purchased Winner Cobra, the 'Wise' pedestal base is 7x7 inches. What would be the best way to attach to the ply floor, it is not posible to gain access to the underside of the ply without cutting holes.

A 7 X 7 base would be fine if it were just a gravity load. However boats have that pesky habit of rocking and rolling. If you do not want to cut your deck then secure a piece of solid ( not ply ) wood possibly 3/4 to 1 inch thick say 12" X 12" to the deck then attach your seating to that. It will help a lot to make that footprint larger and spread out the lateral forces.

Is there space under the floor / like a hollow part?

They make toggles that are for this reason i'm pretty sure TD pointed to them on the iboats site for someone else.

It's how the race boat guys do it so I'm sure they hold.
