the water tube that goes in the pump...take a hose and force water up it...you may have a blockage some where in the motor...

also are you sure you have the tube lined up right when you re connect the lower end....you may have to check thermostats also...an take exhaust covers off to look and see if no blockage...

Well now you know how to take the bottom end off I would take it off again and check the impeller key. Make sure that it drives the impeller and if it is actually there.
Check also the intake screens to see if there is any major restriction.
Be certain that the water tube lines up properly on re-assembly.
While it is down do as suggested and make sure all waterways are clear.
Is this a salt water motor ??
If you have a power drill with a big enough chuck you can test the lower end is pumping in a container of water before re-assembly by spinning the shaft and seeing if it shoots up from the pump outlet.
Your throttle and gearshift issues sound like they need adjustment to get them back in sync. Without seeing it, it makes it difficult to diagnose. Could well be backwards.
Photos of your issues are worth a thousand words if you can post them.
Did not see this till just now as I have been away on vacation.
Good Luck and post back.

Curious as to why the cables came off to get a key ??

Re: attention kenmyfam

I just went through this same stuff with my '87 110 horse. With the lower unit off, hold a garden hose up to, and over the copper water tube. There should be water coming out the pee hole in a few seconds. Check the pee hole for blockage. disconnect the pee hole hose at the exhaust cover and blow through it. Leave it disconnected and try the garden hose again, does water come out the elbow??

Do you still have the hoses disconnected? With the garden hose pumping water up the water tube, there should be water coming out those hoses. I believe the thermostats are in the same place on this motor as on my 110. Those two hoses connect to the thermostat housing. The thermostats are near the end of the cooling system.

For what it's worth........I had two problems with my 110. The upper water tube grommet had deteriorated and had developed a pressure leak. About 85% of my cooling water was blowing out that leak when the system pressurized. I also had to pull both heads and replace the water diverters.
I picked this motor up two weeks ago and it had been sitting for almost 8 years.

The aluminum block in the first pic is your thermostat housing. water pumped in there should come out of the block. to get water to come out of the water tube you need to pump it into the hoses so that it flows backwards into the heads. After a few seconds it should begin to come out the water tube.
