I just went through this same stuff with my '87 110 horse. With the lower unit off, hold a garden hose up to, and over the copper water tube. There should be water coming out the pee hole in a few seconds. Check the pee hole for blockage. disconnect the pee hole hose at the exhaust cover and blow through it. Leave it disconnected and try the garden hose again, does water come out the elbow??
Do you still have the hoses disconnected? With the garden hose pumping water up the water tube, there should be water coming out those hoses. I believe the thermostats are in the same place on this motor as on my 110. Those two hoses connect to the thermostat housing. The thermostats are near the end of the cooling system.
For what it's worth........I had two problems with my 110. The upper water tube grommet had deteriorated and had developed a pressure leak. About 85% of my cooling water was blowing out that leak when the system pressurized. I also had to pull both heads and replace the water diverters.
I picked this motor up two weeks ago and it had been sitting for almost 8 years.
