took my boat out of the water today due to irene coming and on my way to ramp my new moeller primer bulb kept getting sucked in flat but still allowed gas to flow but not full throttle.wide open warning horn would sound for check engine, started checking all lines for restrictions and all are clear.i took the fuel hose off inlet side and bulb and it still stayed sucked flat until i took it completely off and emptied it, possible bad new bulb?

Unless you have the bulb installed backwards then it won't be the first time a new part has failed. Good luck

No on the top of the fuel tank where the hose is connected to the engine. remove the 3/8 fuel line on tank and use a 9/16 wrench to remove the anti siphon valve.
