base settings on '60 40hp carb?

Hi, . I removed and rebuilt (cleaned) the carb on my 1960 Evinrude 40hp. Where should the two mixture screws be set at. I'm guessing 1 1/4 turns out from seated, but would like to know for sure. I'm talking about the top and bottom screws. The bottom one is hooked to a link, and knob.

Thanks.. that's what I'm looking for. Now it's back to the engine swap (short to long shaft, pull to electric start, etc)
