bass boat dull from sun

I have a boat that has been exposed to sun to much. It is dull looking, not chalky, rough when you run your hand over it from the glitter being exposed. I have not dealt with any painting before. Please point me in the right direction. Thanks in advance

When the flake is exposed, the fix becomes more difficult. When you sand into the flake it can change the look so it may get uneven or blotchy.<br /> It's hard to advise on the next step, or a solution without seeing it.
