Bass Tracker paint?

I recently bought a 2004 Bass Tracker and the red paint had these white spots around the entire boat. Not sure if this is oxidation or not. The owner said he did try to buff the paint and it did not remove it. Any suggestions how to remove it? I will attach some picture for you guys to see.

spray w works toilet bowl cleaner wipe briefly with sponge or brush and hose off... leave the cleaner on for only a few seconds.

the cleaner is a mild acid so when you hose it be very liberal with the water so as to dilute it.

you will likely be AMAZED with the results

This is alittle more intensive but try some white vinegar, they look like water spots on oxidized paint to me, the vinegar is also acid but alot weaker and works really well to get rid of water spots.

Looks like you will want to buff and wax after you get them off, your paint isn't bad and should come back pretty easy with some finish compound.
