Battery starter or what?

My starter's bendix stopped popping up and so I tested the solenoid, the battery and the starter. Starter was bad, so I ordered new, the one I got, the bendix goes up, but its like the starter doesn't have enough power to turn the engine. I pulled the plug's and the starter spun up and all was good. I put plugs back in and back to blah! I cleaned all connections, even used a tiny bit of electrolytic grease on the connections to improve connections farther. I finally started my car and revved to 4k rpm and attempted to start and still no change, its like the starter doesn't have enough umph to turn the engine. Before I call and ask for a replacement I want to ensure that I tested all that I should.

Engine is an evinrude 1979 85hp model 85999r.
Battery is a 27m starting battery

Run good known jumper cables from a good known fully charged battery directly to the electric starter. If this has the starter cranking the engine as it should, then obviously you have a bad connection somewhere in the regular starter circuit.

If the starter still cranks slow, then suspect the starter is flawed.

Ok, thanks all, thats just what I thought, but wanted to ensure I exhausted all possibilities.
