battery switch

today i was adding a panel for downriggers,gps,etc. i have a dual bat switch. the batteries go to post 2 and common, the starter cables come of # 1, and 2 more 16 g wires of additional smaller post go to what i think is a fuel pump. anyone seen a simular mess or is this jimmied. id post a picture if i could figure out how.

I would expect batteries to be #1 and #2,
COM to starter solenoid. COM also to fuses or breakers, then to other loads.
