Boat, Bayliner 195 (2007) Alpha 1 Gen2, Mercruiser 3.0 TKS (standard carb engine)
Engine will not start or turn over at all.
Assume: battery voltage is (12.60v) Battery has been fully charged and sits at 12.6V
There are NO clicking sounds what so ever at starter solenoid or anywhere else.
Battery voltage is detected at slave solenoid
Blower switch DOES work on dash board console

Voltage NOT detected at :
ignition key in console dash (any of 3 posts key on or off)
50A breaker (top of engine) 2 posts no voltage on either side.
starter solenoid that sits on top of starter motor
engine and dash instruments do not work at all.
warning horn does not come on when key is on.

Notes:
1.) gigling the throttle/shift console to make sure it is in neutral has no effect.
2.) I have replaced the key switch with a good working exact copy and this has no effect on starting. Continuity testing of key switch showed no problems
3.) Main ground cable seems good, tested voltage from engine ground to battery and 12.60v like battery itself.
4.) all battery connections have been taken off posts and sanded to new metal. No effect. All battery cables are attached.

I am not sure where to go from here,

What all has happened between now and the last time the engine started and ran?

1.) Replacement of starter solenoid was done to no avail 2.) Inline fuel filter was replaced in carb. (NA for this problem.)

Additional info from OP on this problem:
Voltage is present (12.60v) at fuse block under dash. In addition all fuses have been continuity checked today and ALL were working as designed.
Also, 4 inline engine fuses (4) at various engine well locations that I could find were checked and are completely intact.

Have you tested the 90 amp fuse on the starter positive post?

Ayuh,..... Hook the battery back up,....

There's a Great Big Honkin' wire/ cable that goes from the positive post of the battery, to the battery post on the starter's solenoid,....

How can ya Not detect Power there,..??

Ok, the 90A fuse sitting atop the starter solenoid was blown.
I replaced than fuse assembly and still had no joy with starting. I put a VOM on the 50A CB atop the engine and voila! I got the boat to start !!!
It would not run because the carb filter was clogged with gunk but I can handle that.
Thanks for all who helped me solve this puzzle.
