Bayliner Tilt Wiring

I have an 1984 Bayliner with a Volvo drive. The power tilt stopped working. Does anyone know how the wiring connects in the control box on the pump? I found wires off from the relays and the magnet.

I have power to the relays and to the magnet. Any ideas what could be the problem?
