I have a 1984 Bayliner capri and am trying to locate an owners manual.

You most likely won't find one and even if you did it wouldn't be too useful. Just very generic advice. What you really want is a service manual for your specific motor. Much more helpful.

Just call Bayliner customer service. Have your model number available, maybe also your HIN in case you don't know the exact model.

I called them last year to see if they maybe had a scanned copy or PDF of the manual for my 1985 Capri. . .and lo and behold, they sent me an ORIGINAL! They must have a pile of 'em laying around for every model they've ever made.

Keep in mind, the manual is about as useful as your car owner's manual: "Turn the steering wheel left to go left. Turn the steering wheel right to go right. Don't do drugs."

Much more helpful is the engine manual. . .which, if you have Penta power, can be downloaded from the Volvo Penta website.
