Bearing removal for 62 Evinrude Lark electric shift

I have a 1962 Lark 40hp electric shift outboard. The other day I heard a nasty noise coming from the lower unit and after investigating a found that a bearing went bad in the upper housing. Found the bearing for the pinion gear....$30.00...lucky me...found all the other bearings and seals. My problem is I can't seem to get the upper bearing underneathing the water pump housing to come out. I have heated the bearing and tried to tap out with no luck. All the other seals and bearing came right out. I don't want to damage my upper housing. Is there a method or special tool for removal?

Update.....soaked over night with penetrating oil....heated again...banged away...still no luck...ugh!
