The boat is a 1994 18ft fiberglass CC. Thus far I have finished sanding off several old coats of crappy bottom paint. The bottom of hull is now white gelcoat. I still need to wipe it down with a solvent. But before I apply my bottom paint (Sea Bowld coastal 45) do I need to apply anything else. Primer, Sealent, etc.? Will water penetrate the gelcoat after being paint? Thanks in advance.
B

You should use an epoxy based barrier coat/primer. This will seal the hull and provide an excellent base for the new botom paint. Every major paint manufacturer makes a barrier coat.

also usually needs fiberglass wash primer before epoxy primer goes on, check the primer can to be sure.

A boat dealer told me I can paint right over the old coat of bottom paint. Is this correct?

Rock, Yes, you can...sort of.
You do need to sand it all smooth which will also clean and remove anything that's loose.
This will make the new paint stick, and a smooth surface with new paint will look and last better than doing nothing but "washing and painting".
Test a small place on the transom to be sure the new paint is compatible with whatever it's going to cover (the old paint) also.
