belt tensioner question

I'm a new member and need some help. I have a 2006 Volvo 5.0 GXI F, i just replaced the raw water pump asssembly, the bearing was shot and leaking, and now cannot get the serpentine belt back on. It appears to me that ther tensioner is frozen.
How is the tensioner adjusted and if it is frozen can it be repaired.

We talking about a simple bracket with nut/bolt lockdown/adjuster? If threads are frozen, I've use PB Blast and it has never failed me.

Isn't it the smallest pulley/assembly and nut/bolt?

Ayuh,... Is it spring tensioned, or bolt fastened,..??

Your tensioner is item #11 in the picture below.
In the blue circle on the tensioner you will see a square hole. Put your ratchet in it to move the tensioner up to relieve pressure on the belt. DO NOT force it or try to go too far, it doesn't move much, just enough. You go to far and it will break.
If the tensioner is bad, it's a standard GM autormotive part.

Don that diagram which I had isn't quite the same as my set up, numbers 14 and 13 are parts of my tensioner set up, and the bolt that goes through that pully is on the tensioner that will rotate clockwise and loosen up for the clearence and when released back tighten up the belt. It's spring loaded like a lawn mower starter pull cord. My problem was that the bolt was stripped so it wouldn't tighten to give me the rotation on the tensioner.
I had to replace the unit, it can't be rebuilt, another $75, not too bad.
