You should be able to straighten it out. Some skegs are harder to do than others. An OMC skeg moves pretty easy, a Yamaha skeg is pretty brittle, etc. We use 2 hammers or a hammer and a body dolly. Just work it slow, take your time.
That being said, unless it's bent a ton it's probably not the cause of your steering torque. Might be but maybe not.
