Racor is supposed to be the best, but you'll pay to have a Racor system. As with automobile oil filters, there are differences (I guess). My boat came with a Racor, but if I was installing one, I'd probably go with Sierra.
The advantage of the drain is so you can check to see if there is water (feel the discharge), allows you to remove what water has accumulated, and (theoretically) extends the life of the filter. With an I/O, USCG does not allow you to use the glass/plastic bowl for below deck installation, so you'd have to get the solid metal one with the drain. My boat has the bowl (even though it shouldn't), and it's useless in my installation, since you can't see it anyway.
