Going from the 19 to the 21 will increase your top speed with the light load and should get you back down below your redline, BUT your hole shot will be WORSE. Since you are already over redline with the light load going down to a 18 or 17 pitch will get you out of the hole faster but cost you top end and cause the over redline to be worse. You could try a 19 five blade, but I would expect only a slight out of the hole improvement. You may have to choose between top speed and acceleration and if you go for acceleration you will almost certainly have to not use full throttle when you have a light load.

Re: best prop?

just wondering how i no if the motor is high enough, seems to me that when trimming out with motor ,not trim tabs leave them all way up that my top speed is reached with motor tilted bk quit a bit and if was up another 1" i would not have too tilt it so much?does this make any sense, the bow is ok if im not against wind and rough water so i try not too use trim tabs the motor sits 1" above bk rail and has 2 more higher settings, ive heard issues with this type of boat getting out of hole and wonder what other people are doing with exact same boat, excel wellcraft 23'walk around, roughly 4500 lbs yamaha 250 2 stroke

You might try a 4 blade prop. They tend to help with stern lift which is what your not getting.

I usually suggest raising the motor to a point just before venting becomes a problem.
Your 4 blade should allow maximum height. When you add "up" trim it will increase the speed and raise the bow gettring more boat out of the water. You may or may not be able to use max trim.
If you reach max rpm and good speed your about there.Your speed seems fine.
When a boat has a bunch of people aboard its not unusual to have to move some forward till you get on plane. And you do need to try to balance the load.I would stick with the 19 and just be aware of your rpm.

Re: best prop?

I have a Wellcraft 228 w/Yamaha 225 excel. The boat is new to me, I just replace the ragged prop with a new 14 x 19 m. I will not know the performance of this setup until Monday (5 adults and 80 gal of fuel) but I am looking forward to my first run of the season. I am interested in your final decison and the results.
