best prop

What would be the best prop for a 115 2 stroke on a 17 master angler

We need to know the year of the boat,the brand and year of the motor.
If it has a prop you should do a test run and get us the prop size (Usually near the base of the blades or under the prop nut)
the wot rpm and gps speed.Some cells have a gps app.
If I had to guess with no real info I would think a good starting point would be a 19" prop.Probably under sized but better under sized than over. Then you can evaluate your setup and select a prop.

Boat is a 2004 master angler 2004 yam 115 2 stroke. Previous owner has a 13.25 x17 4 blade

If it has a 17" prop that is a good starting point for your test run.
Usually a 4 blade provides good low to mid range performance.
If I recall correctly the boat is only about 850lbs I would expect a 17" prop to be effective for water sports
heavy loads etc.might over rev with a light load.Thats assuming the motor and boat are healthy and set up right.
