Better not prime this Mariner 40 2002

This boat is not mine but I fish out of it half the time. My friend doesn't do the computer thing and wonders why if he primes the bulb he can never get it started but if he leaves it alone it will start and run great! Seriously! He doesn't even mess with the bulb. Mine would never start if I didn't prime the bulb. Any ideas on why this would be? I'm guessing it's a carbureted but not sure. He does press the key in to start it but can't an efi have that also? Thanks for any input.

Edit: He says it floods it when he primes it but why does it flood?
