If my diaphram is bad on this fuel pump will this cause fuel to enter the chamber and create a no start flooded symptom.? Already cleaned the carb and all looks good including the condition of the needle and seats. I have run into this condition on my evinrudes but am unfamiliar with this (Honda) engine.

I know absolutely nothing concerning a Honda engine, but IF they use a diaphragm to pulse the fuel through the fuel pump that is receiving that vacuum pulse via the engine, then I could easily see it having a hole in it and causing strange issues. Whether that is your problem or not I can't say. You should remove the fuel pump and open it up to see...

It's a 4-stroke. There isn't any crankcase pulse available.

A leaking fuel pump could contaminate the oil with gasoline.--------And fuel pumps have nothing to do with the engine starting.-------------The primer bulb fills the carburetor with fuel.----The fuel pump will keep the carburetor full once engine starts
