BF75 Idle Problem

I just purchased a 2001 Honda BF75A. The Carbs were clogged and the boat wouldn't run so I took them off and apart and cleaned them. I put them back on the boat and the motor starts, idles, and runs well, but when I push the the throttle up and rev the engine to approx 1700 rpm and pull the throttle back down the rpms stay high. The RPMs come down a little, but I can see space between the idle stop screw and the throttle linkage. I checked the linkage and it works fine, but it seems that either the throttle body spring doesn't have enough resistance to roll off the throttle all the way, or the diaphram is getting stuck. I took out the valve between the carbs and the diaphram and air can pass both ways. Is this proper? I also blew a little pressure into the diaphram and that does the trick. I can run the engine up and let it down and with a small amount of pressure to the diaphram the engine will idle down completely normal. Should there be pressure on the diaphram? Please Help!
