Does the idle smooth out when it warms up?
Diesels will run rough on start up if a glow plug is dead in a hole, injector is leaking down or its gone/going bad you need to get them POP tested.

Constant smoke can be injectors or turbo issue

She smoothes out somewhat once warm, however the revs will fluctuate 1-200 rpm also my turbo gauge is not operating, presume my first test is to see if there is power to it.I believe the model is aqad 30 a seems there are 4 similar models not sure how to identify it.

The smoke is a grey/ blue color, and yes it does have an odor, the odor changes when I am running under load.Sometimes I see traces of black smoke whil e getting up on plane. Most recently I would get on plane for a few minutes and the revs would drop.I am changing the fuel filter today as I don't think its been touched for a few years.

Are the valves adjustable?
I have an old diesel Mercedes and adjusting the valves periodically makes it run much better.
