Binnacle control

I have a binnacle control attached to a 91 Evinrude 225. It has tilt and trim switch on it. I came upon 2 wires at the very bottom of the controller. Both are black and one is connected to a red and yellow striped wire. What are these for? Im stumped.

Starter lock out,so you cannot start in gear and get hurt.Actually the wires are yellow with a red stripe.<br />DHP
