Boat ran fine yesterday and would not start today. There is fuel/oil coming from the pee hole, could that be a head gasket or worse????

OK, started her up today and no oil or gas from pee hole. Could flooding carbs cause this? Does the water that flows from the pee hole come incontact with unburnt gas if the engine floods.
