try to sand out. if i'm not mistaken black spot is usually a sign oil has been in contact with it. and may not come out.

If the black marks are mold soak it with salt water, it's deadly to mold. There are tons of other chemicals out there but try the other first.

The reason I don't like bleach for mold spots is the fact that it will lighten the wood just in the area applied, now you have different colored wood. I think if the entire deck needs to be cleaned you will be better off buying a commercial teak cleaner ( oxylic acid ) from West or another purveyor. I like the crystals better than the liquid if for no other reason than control. :D

There is a special bleach for hardwood floors. I used it when refinishing floors in my house, and it worked slowly so you dont have to worry about turning a black spot white. You could try Clorox and dilute with water, increasing strength if you see no results.
