Blocking diode for hydroelectric shift

1969 85hp Johnson (hydroelectric shift) that will not shift into neutral. The engine has forward and reverse but will stay in forward when placed into neutral at the forward control. I can get the engine to shift into neutral if I disconnect the wiring harness from the shift switch and then apply voltage directly to the green wire from the starter solenoid. If the blocking diode which is connected to the shift switch from the ignition switch is bad could this prevent shifting into neutral?

My mechanic found a wiring problem in the lower unit and this solved the problem
