Blown head gaskets

Both sides of my cylinders have water in them 4 out of 6 it is a 1990 4.3 omc. The motor got very very hot temp gauge i found out does not read over 200 degrees and the thermostat froze shut. Should i have both heads checked or just replace the gaskets and see what happens?

Yea if ya need a gauge tested let me know. It though hey 200 that is good then a bit later i could smell some thing buring and some smoke.
