what do you mean by coast guard certified? Documented? If so, no. Otherwise, its at the discretion of the LEO that stops you. States are GENERALLY supposed to honor each others requirements but it doesn't always happen.

My recollection is that in NY State, a capacity plate is needed for boats under 26 ft - but that's off the top of my head

In PA, Boats over 20 feet don't need a capacity plate. In fact, just either this year or last year, I believe the requirement for a capacity plate was revoked but I still think by the old rule. That's why I registered my 20 foot 6 inch cuddy as a 21 footer. Thus: even though the manufacturer rated the hull for 180 and I currently have a 150 pushing it, I could hang on a 200 if I saw a need for that much horsepower. ALSO: I do not have a passenger capacity. I am OK as long as I have a PFD for each person AND a throwable. However, common sense needs to prevail: If I were carrying 12 or more people I am sure a LEO would consider it manifestly unsafe and issue a citation

He wasn't asking about his home state... See answer above, it depends...

Actually, I don't believe any state can require a capacity plate on a boat that doesn't require one per federal law. Not sure what you're getting at. I wasn't citing any state requirements.

A vessel safety check will be done on my boat Friday morning because here if you have the sticker the LEO tend to leave you alone.

No worries! It's definitely not a requirement for any boat to pass a vessel safety check. And yes, that is the official standard of the USCG Auxiliary.;)

If the vessel is registered in Pa, then when visiting other states, (here rules vary: Some say less than 10 days, others say less than 30 days) the PA regulations apply. It is similar to the scenario where Pa does not require front license plates on autos. Yet, you can legally drive through states that do require two plates.
