Boat Does Not Drain Properly

I have a 1978 Starcraft Tristar 17' OB. I remove the drain plug once out of the water, but still on the ramp, but there is still water in the boat, and the only way to remove the water is with the bilge pump. Is this normal, or do I have a problem. It really bothers me that the water will not drain out, no matter how steep the ramp is. Thanks!

Stick your finger in the hole to see if there is debris clogging the drain. Since this is an outboard, you should be able to look at the drain hole on the inside of the transom for any blockage. The drain is just a hole in the transom near the bottom of the boat.

If the drain is at the very bottom and defo below the level of water inside...you’d think it must be blocked. Really common. As said. Just need to poke it clear.

If you have to drain water after an outing, you got bigger problems than having to figure out if the hole is clogged or not.
