Boat does not engage into gear

I got a 2001 mercury 4 stroke 60hp that does not shift into gear. I replaced the lower unit(impeller)and went to put back together and went to run it and it would not shift into gear. I took it back out and looked at lower unit, looked to be together right. I did notice to that the prop only turns to the right and makes a clicking sound, even if it is in neutral it will only turn to the right.

Sounds like the lower is in reverse. Is the control in reverse too when you install the lower? Is the shift shaft connecting correctly? I would but both the lower in reverse and the controls in reverse and reinstall the lower.
