I think you need to do a lot more investigation as to it's true condition. Check for rot everywhere but especially the transom and the floor. The motor on it could be seized solid. Do you have to put money into the trailer just to move
it ???
Things like this you can not put a "rough" price on. From one photograph it could be either a diamond in the rough or a potential disaster.
Free would most likely be the maximum price I would pay. Obviously the current owner has no interest in it.
Good Luck either way though.

If you are into boat restorations it looks like a great project but free is about all I would pay. Don't expect to resale it for what you put into it.
